QUALIFICATIONS :
Formation : Un diplôme universitaire supérieur (Master ou équivalent) en droit, en justice pénale, en
administration publique, en gestion des ressources humaines et des réformes, en sciences sociales, études
du développement (en particulier dans le domaine de l’application de la Loi), dans le management des
réformes ou dans tout autre domaine apparenté, est exigé. A défaut, un diplôme universitaire de premier
cycle, assorti d'une qualification professionnelle pertinente et d’une expérience professionnelle
approfondie dans l’application de la loi et notamment dans la planification et l’administration, peut être
accepté. Un diplôme délivré par une école de police agréée ou un établissement similaire de formation à
l’application de la loi est également exigé.

Expérience professionnelle : Justifier d’au moins 5 ans (7 en l’absence de diplôme universitaire
supérieur) d'expérience professionnelle pertinente et progressive, dans le domaine de l’application de la
loi, au sein d’une organisation nationale ou internationale chargé de l’application de la loi, à des niveaux
stratégique, opérationnel et managérial ; Une expérience pratique approfondie de l’organisation,
l’administration et la gestion des ressources de la police, ainsi que de la police communautaire et
notamment de l’élaboration et la mise en oeuvre des programmes de prévention de la criminalité, est
exigé. Posséder une connaissance des outils et programmes informatiques.

Grade : le grade requis pour un poste P-3 est Major/Commissaire de Police et tous grades équivalents ou
supérieurs.

QUALIFICATIONS:
Education: Advanced university degree (Masters or equivalent) in law, police management, law enforcement, security studies, criminal justice, business or public administration, human resources management, change management, or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Specialized training in the area of incumbent’s responsibility (operations, reform, administration, training etc.) is highly desirable. Graduation from a certified Police Academy or other national Law Enforcement Training Institution is required.
Work Experience: A minimum of 7 years (9 years in absence of advanced degree) of progressively relevant and active policing service/experience in a national or international law enforcement agency at the field and/or national police headquarters level - required; 5 years of active police experience at policy making level with strategic planning and management experience in one or few of the following areas: police operations, human and financial resources management, crime management, police administration, police training and development, change management (particularly in law enforcement), reform and restructuring or related field - required; practical direct experience in commanding a regional or a state level police units – highly desirable. QUALIFICATIONS:
Education: Graduation from a certified police academy or other similar law enforcement training institution

Experience: At least twelve (12) years of progressive and active policing service/experience, including four
(4) years of senior police management experience commanding diverse teams in a multi-disciplined
workplace, including the development of budgets and organizational policy. Peacekeeping or other
international experience is highly desirable.
Rank: IPO posts are non-ranked positions, however considering managerial scope of incumbent’s work, a
candidate’s rank equivalent to Superintendent, Lieutenant Colonel, or similar is desired.

Assessment for Mission Service: All candidates should be cleared through an Assessment for Mission
Service (AMS) either by a Selection Assistance and Assessment Team (SAAT) deployed to a Member State
or on the basis of an in-mission AMS upon arrival of the candidates. Failure to pass the in-mission
assessment will result in candidate’s repatriation. All repatriation related expenses in this case are to be
borne by the Member State. Therefore, the Member States are strongly encouraged to request a SAAT to
conduct an AMS in the Member State prior to the police personnel deployment.
Additionally desired:
• In-depth understanding of UN mandates and the implementation processes;
• Previous experience in UN Police post-conflict operations;
• Knowledge and understanding of theories, concepts and approaches relevant to democratic policing;
• Attendance of formally recognized or accredited SSR-related programmes;
• Good knowledge of the conditions prevailing in Cyprus with the ability to appraise and evaluate the
implications of economic, political, cultural and historical sensitivities in the region.

Work Experience: A minimum of seven (7) years of relevant and progressive diverse experience in the field of policing,

police, criminal investigation, forensics, operations, combating organized crime etc., is required;
Recent active working experience in Interpol NCB on matters related to issuance of Notices and Diffusions,
search for fugitives and stolen/misappropriated objects using INTERPOL databases is an advantage. Wideranging
working experience in criminal investigation entities in national law enforcement environment or in
the field of international police cooperation may be considered in lieu of recent Interpol NCB experience;
Experience in international policing or law enforcement, international police liaison activities and/or reporting
is desirable; Practical experience in planning and project management is desirable;
